National Public Radio asks the FCC to repeal Section 73.525 in a proposed rulemaking submitted October 20, 2009.  Since 1985 non-commercial educational (NCE) stations under 92.1 FM have been required to protect television channel 6 stations due to interference concerns.  Because the lower end of the FM band butts right up to the TV 6 frequency allotment, channel 6's experienced audio (bleed) and visual (herringbone-pattern on analog TVs) interference when viewers reside close to NCE transmission facilities.  NPR bring up a good point.  Since analog station have migrated
